Under South Carolina state law, children must be six years old on or before September 1
to enter first grade. An exception is made for children who have completed first grade in
another state that has a different age requirement. To enter kindergarten, children must
be five years old on or before September 1. Only children who have completed kindergarten
in another state that has a different age requirement are exempt.
Parents who do not enroll their children in a public or private kindergarten are required by
law to sign a waiver to that effect. Children who will be five years old on or before
September 1 must enroll in a public or private kindergarten program unless the parent
or legal guardian
signs a waiver or chooses to home school their child under the guidelines
of South Carolina
law. Waiver forms are available at your local school. By state law, students
must be in school from age
five to 16.

Immunization requirements: All students are required to be immunized. Students must
obtain a certificate of immunization prior to enrolling in school. This certificate must be
signed by an individual licensed to practice medicine, surgery, or osteopathy, or his/her
authorized representative. The S.C. Certificate of Immunization form must be used. Most
local school nurses will transfer shot records onto a SC form. Moncrief Army Hospital
Immunization Clinic can also transfer records to the SC form for you. (Please allow 24 hrs.
for completion.)

As a parent of a military child, it is important to know what your child will be learning and
the order in which it is taught. Too often our military children can be at a disadvantage
when they miss concepts due to a move to a new school with a different curriculum.

All schools in the Fort Jackson area provide testing and evaluation services to track
students’ performance and to assist teachers in identifying student strengths and
weaknesses. PACT and MAP testing takes place in the SC schools in addition to the
End of Course testing and Exit Exam testing. Students in the Department of Defense
Schools use the Terra Nova Test. Secondary education bound students might take the
SAT, ACT, and PSAT which are college entrance exams.

South Carolina Law
Compulsory Attendance Ages: “five years of age before September first until . . . seventeenth birthday or” graduation from high school. Any parents whose child is “not
six years of age on or before the first day of September of a particular school year may
elect for their child” not to attend kindergarten, and then must sign a written document
with the school district. S.C. Code § 59-65-10.
Required Days of Instruction: 180 days. S.C. Code § 59-65-40(A)/ § 59-65-45/ § 59-65-47
Required Subjects: Reading, writing, math, science, and social studies;
(grades 7-12)
composition and literature. S.C. Code § 59-65-40(A)/ § 59-65-45/ § 59-65-47
Home School Statute: There are three options to legally home school:
Option 1. S.C. Code § 59-65-40. Parents “may teach their children at home if the
instruction is approved by the district board of trustees.” The boards “shall approve”
(they have no discretion) if:
- the parent has either: (a) at least a high school diploma or GED (The basic skills
exam was struck down by the South Carolina Supreme Court. See below.);
(b) or earned a baccalaureate degree;
- the instructional day is at least four and one-half hours, and the year at least
180 days;
- the curriculum includes the required subjects listed above;
- the parent presents a system of maintaining records as evidence of regular
instruction including: a) a plan book or other record of subjects taught and
activities, b) a portfolio of the child’s work, and a record of academic evaluation,
with a semiannual progress report to be submitted to the school district;
- the student has access to library facilities;
- the student participates in the annual statewide testing program and the
Basic Skills Assessment Program;
- and the parents release the district from liability regarding their child’s education.
Parents may appeal school district decisions to the State Board of Education within ten
days. They may appeal State Board decisions to the Family Court within 30 days.
Option 2. Or parents may teach their children at home by becoming members
of the South Carolina Association of Independent Home Schools (SCAIHS)
under S.C. Code § 59-65-45 (effective April 8, 1992). “In lieu of the requirements
of § 59-65-40, parents or guardians may teach their children at home if the
instruction is conducted under the auspices of the South Carolina Association
of Independent Home Schools. Bona fide membership and continuing
compliance with the academic standards of South Carolina Association of
Independent Home Schools exempts the home school from the further
requirements of § 59-65-40.” Under this option parents or guardians must
meet the following requirements:
1) hold at least a high school diploma or GED;
2) the instructional year is at least 180 days; and
3) the curriculum includes the required subjects listed above. |
Option 3. Or parents may teach their children at home by becoming members of an
association from home schools which has no fewer than fifty members under S.C.
Code § 59-65-47 (effective June 20, 1996). “In lieu of the requirements of Section
59-65-40 or Section 59-65-45, parents or guardians may teach their children at home
if the instruction is conducted under the auspices of an association for home schools
which has no fewer than fifty members and meets the requirements of this section.
Bona fide membership and continuing compliance with the academic standards of the
associations exempts the home school from the further requirements of Section
59-65-40 or Section 59-65-45.” Under this option parents or guardians must meet the
following requirements:
1. hold at least a high school diploma or GED; an instructional year of at least 180 days; and
2. the curriculum includes the required subjects listed above; and
3. educational records maintained by the parent include:
a. a plan book or other record of subjects taught and activities;
b. a portfolio of the child’s work; and
c. a semiannual progress report.

Some free tutoring is available in individual schools, however that is not universal. Ask your school principal what programs are available at your school. Some of the High Schools keep a list of high school students that tutor. Fees are arranged privately, but can be less expensive than commercial tutors. The Middle School Teen Program on Fort Jackson occasionally has high school students interested in tutoring for a fee. Fort Jackson on post schools has no uniform policy at this time, but student dress
must meet basic standards for health, safety, cleanliness, and decency. Students are
not permitted to wear or display items which represent drugs, alcohol products, gang
membership, or which promote violence or interfere with the orderly operation of
the school.
Some elementary schools in Richland One and Two do have uniform policies.

- Special Education Records: Official special education records are also
transferred from school to school. However, parents should have copies
of all significant special education records for any child who participates in the
Exceptional Family Member Program (EFMP) to include the Individualized
Education Plan (IEP), psychological testing, and progress reports. It is crucial
that you hand carry special education records to the receiving school.
Some parents withhold special education records to because they are afraid of the stigma associated with the term "Special Needs." This places school personnel and your special
needs student at a disadvantage when planning an appropriate educational program.
Everyone’s goal is to create a successful learning environment for all students. Your
child's current up to date IEP will be honored at the new school for 30 days during which
the school may choose to reevaluate your child or renew the current IEP. If you have a
child that is younger than the required age of school attendance, he may still be eligible
for services through the school district in some instances. Contact the School Liaison

Adopt-A-School is program that encourages soldiers to volunteer in the local schools.
1. Units can adopt a specific school and complete volunteer activities within that school
on a regular basis.
2. Units can “shop” wish lists from multiple schools for activities that fit into the mission
time requirements.
3. Individual soldiers can “shop” wish lists for volunteer activities. (Individuals must get
supervisor’s approval for use of mission time.)
Soldiers: CLICK HERE to open wish lists from various schools. If you find an activity you or your unit would like to participate in, contact the school POC directly for more information and to make arrangements. You may complete other volunteer work in the schools even if the school has not submitted a wish list. If you know of a school that would like to submit a wish list, please refer them to this website. Soldiers
should sign the red volunteer log book at the school. If your unit does not have a POC, contact the School Liaison Officer at 751-6150 so we can identify a POC.

CLICK HERE to submit a wish list. You may update your wish list as needed. Wish lists can be submitted directly online. Please allow 3-5 days for updates to appear on the website. You may submit numerous requests. Please give as many specifics as possible. Suggested requests include; assisting with special programs or events, guest speaking, tutor/mentoring programs, service projects (i.e. Paint a mural, make a reading garden), working on school committees, etc. Soldiers or unit POCs will contact schools directly regarding volunteer opportunities.
